Union Budget 2015-16 Highlights:
-> Union Minister for Finance Shri Arun Jaitley on 28th February presented in Parliament the Union Budget 2015-16, with a focus on growth, promoting entrepreneurship and manufacturing, rationalizing tax regime and announcing some relief to common man.
-> Non-Plan expenditure estimates for the Financial Year are estimated at Rs.13,12,200 crore.
-> Plan expenditure is estimated to be Rs.4,65,277 crore, which is very near to the R.E. of 2014-15.
-> Total Expenditure has accordingly been estimated at Rs.17,77,477 crore.
-> The requirements for expenditure on Defence, Internal Security and other necessary expenditures are adequately provided.
-> Gross Tax receipts are estimated to be Rs.14,49,490 crore. Devolution to the States is estimated to be Rs.5,23,958 crore. Share of Central Government will be Rs.9,19,842 crore. Non Tax Revenues for the next fiscal are estimated to be Rs.2,21,733 crore.
-> With the above estimates, fiscal deficit will be 3.9 per cent of GDP and Revenue Deficit will be 2.8 per cent of GDP.

Economic Survey 2014-15 Highlights, Full in PDF

Economic Survey 2014-15: The survey prepared by the finance ministry's chief economic adviser Arvind Subramanian on the state of Indian economy was released ahead of Saturday's Union Budget announcement for 2015-16 fiscal year that begins on April 1. It has highlighted that the Indian economy would grow by more than 8 percent in the 2015-16 fiscal year. Economic survey showed that Indian economy appears to have now gone past the economic slowdown. It indicated that a clear political mandate for reform and a benign external environment now is expected to propel India on to a double digit trajectory. GDP growth is expected to accelerate between 8.1% to 8.5% in 2015-16. Inflation has declined by over 6% since late 2013. Current account deficit has declined from a peak of 6.7% of GDP to an estimated 1% in the coming fiscal year.. 
Economic Survey 2014-15 Highlights:
Growth
=> 2015-16 GDP growth seen at over 8 pct y/y
=> Double digit economic growth trajectory now a possibility
=> Economic growth at market prices seen between 8.1 - 8.5 percent in 2015-16 on new GDP calculation formula
=> Total stalled projects seen at about 7 percent of GDP, mostly in private sector
Reforms=> There is scope for big bang reforms now
=> India can increase public investments and still hit its borrowing targets
Inflation=> Inflation shows declining trend in 2014-15
=> Inflation likely to be below central bank target by 0.5 - 1 percentage point
=> Lower inflation opens up space for more monetary policy easing
=> Government and central bank need to conclude monetary framework pact to consolidate gains in inflation control
=> Consumer inflation in 2015-16 likely to range between 5-5.5 percent

Halwa Ceremony

Halwa Ceremony: The ‘Halwa Ceremony’ mark the commencement of printing process of budget documents for Union Budget. To maintain the secrecy of the budget preparation process, there is a “lock-in” of the officials involved in making the budget. The printing of Budget documents starts roughly a week ahead of presenting in the Parliament with a customary 'Halwa ceremony' in which halwa (a sweet dish) is prepared in large quantity and served to officers and support staff involved. They remain isolated and stay in the North Block office until the Budget is presented. Halwa is served by the Finance Minister also. This ceremony is performed as a part of the Indian tradition of having something sweet before starting an important work. Budget Press in North Block houses all these officials in the period leading up to the presentation of Union Budget in Parliament by the Finance Minister. These officers will gain touch with their near and dear ones only after the Union Budget is presented in Parliament.

14th Finance Commission report

Government has tabled the 14th Finance Commission report for the period 1st April 2015, to 31st March, 2020 in the Lok Sabha on Tuesday. Finance Minister Arun Jaitley tabled the report in Lok Sabha. The report was submitted to the President on 15th December 2014 itself. Former RBI governor YV Reddy heads the 14th Finance commission.
The Finance Commission report help the states understand how much revenue they will receive from the Centre and accordingly allow them to finalize their own Budgets. It is expected to have suggested enhancing the states' share in Central taxes, in tune with the NDA government's focus to provide more fiscal autonomy to states. At present, states are given 32 per cent of Central taxes, in line with the recommendation of the Thirteenth Finance Commission.

Land Acquisition Amendment Bill 2015 introduced in Lok Sabha

Land acquisition amendment bill 2015, which seeks approval of Parliament for changes brought in the law through an ordinance, was introduced in Lok Sabha on Tuesday. However, the centre may face opposition on land acquisition in the Rajya Sabha where the Congress has given a notice for suspension of the Question Hour on Tuesday to discuss the ordinance. Leader of the Rajya Sabha Arun Jaitley said the government is open for suggestions from opposition on Ordinance amending the Land Acquisition bill. Finance Minister Arun Jaitley also said that the Government has proposed a pro-farmer amendments to the land acquisition Bill. He said that the current Government is making such amendments that will ensure that the farmer's interests and developmental issues of rural areas are not undermined.
Congress Deputy Leader in the Rajya Sabha Anand Sharma questioned government's intention of bringing Ordinance for amending land acquisition act without holding consultations with states. Speaking in Rajya Sabha, Sharma termed the Ordinances as anti-people. Samajwadi Party leader Ram Gopal Yadav condemned the land ordinance saying the of the social impact it would have on the farmers. He was speaking in the Rajya changes made in the law were made without consideration Sabha. Speaking in the Rajya Sabha, BSP Supremo Mayawati hit out at the government over new ordinance, saying the Land Acquisition Bill is against the farmers' interest.

Inflation in January 2015 at -0.40%

Wholesale prices fell the most in five-and-ahalf years in January as decline in oil and some food items resulted in a negative inflation or deflation of 0.39% for the month, raising hopes of rate cut by RBI. This is the second time in three months that the wholesale price index has entered negative territory, as the government on Monday also revised downwards the inflation number for November to minus 0.17%, from zero earlier. Inflation measured on wholesale price index (WPI) was at 0.11% in December. Although the prices of certain protein-rich items and wheat declined during the month, the overall food inflation was at a six-month-high of 8%, according to the government data released on Monday. Last time the inflation had touched this low level was in June 2009 when it was at -0.4%.
RBI governor Raghuram Rajan on January 15 reduced interest rates ahead of the scheduled monetary policy review and it is expected that he might announce another cut after Budget in the wake of significant improvement in the inflation situation. The next review is due on April 7. Inflation in ‘fuel and power segment’ was negative at -10.69% in January, while it was 1.1% in manufactured products.

National Games 2015 mascot "Ammu" in Limca Book of Records

India’s 35th National Games Ammu, the Great Hornbill on 11 February 2015 was included in the LIMCA Book of Records. The mascot found its place in the record books for its play, Kalikkunna Kuttikalkkayi Bharatham Kathirikkunnu (India Awaits Children Who Play) featuring the bird in lead role. The play was staged in 147 schools in Kerala.  LIMCA Book’s 2015 Special Literature Edition said that by 9 April 2014, the play was staged in 147 schools across seven districts of Kerala. The play was envisaged with an aim to promote sports among children and persuade them to take up sports along with academics. 
What is Ammu, the Great Hornbill: Great Hornbill is the State bird of Kerala and was selected as the Mascot of the Games to reflect state’s concern for conservation of this species. The bird is facing extinction and is facing loss of its habitat, which are rain forests of Kerala. The Mascot was given the feminine name to pay tribute to the women of the state. At present, Kerala is the only Indian state that has more female population than male. 

Arvind Kejriwal sworn in as Delhi CM

AAP leader Arvind Kejriwal today took oath as the eighth Chief Minister of Delhi at the historic Ramlila Ground here, exactly a year after he quit from the post on the Lokpal issue. Lieutenant Governor Najeeb Jung administered the oath of office and secrecy to Kejriwal and six other ministers as a large crowd cheered. Six ministers — Manish Sisodia, Asim Ahmed Khan, Sandeep Kumar, Satyendar Jain, Gopal Rai and Jitender Singh Tomar also took oath of office and secrecy at the ceremony. The Delhi Cabinet now has an average age of less than 40. After a landslide victory in the Delhi election, Arvind Kejriwal-led Aam Aadmi Party cabinet formed the government on Saturday.
Earlier on Friday, President Pranab Mukherjee revoked President's rule in Delhi after the Cabinet recommended the same. Security in the place has been tightened and more than 1000 personnel from the Delhi Police will keep a tight vigil at the venue where a large crowd was expected to gather.

Indian Ocean Rim Association for Regional Cooperation (IOR-ARC)

Indian Ocean Rim Association for Regional Cooperation (IOR-ARC) or Indian Ocean Rim Association (IORA) is a regional forum, tripartite in nature, bringing together representatives of Government, Business and Academia, for promoting co-operation and closer interaction among them. It is based on the principles of Open Regionalism for strengthening Economic Cooperation particularly on Trade Facilitation and Investment, Promotion as well as Social Development of the region. The Coordinating Secretariat of IORA is located at Ebene, Mauritius.
The objectives of IORA are
  1. To promote sustainable growth and balanced development of the region and member states
  2. To focus on those areas of economic cooperation which provide maximum opportunities for development, shared interest and mutual benefits
  3. To promote liberalisation, remove impediments and lower barriers towards a freer and enhanced flow of goods, services, investment, and technology within the Indian Ocean rim.
