Swarnajayanti Gram Swarojgar Yojna:  Swarnajayanti Gram Swarojgar Yojna scheme was launched in April, 1999. This is a holistic programme covering all aspects of self employment such as organisation of the poor into self help groups, training, credit, technology, infrastructure and marketing.
SGSY Objective: The objective of SGSY is to provide sustainable income to the rural poor. The programme aims at establishing a large number of micro-enterprises in the rural areas, based upon the potential of the rural poor. It is envisaged that every family assisted under SGSY will be brought above the poverty-line with in a period of three years.
SGSY Scope: This programme covers families below poverty line in rural areas of the country. Within this target group, special safeguards have been provided by reserving 50% of benefits for SCs/STs, 40% for women and 3% for physically handicapped persons. Subject to the availability of the funds, it is proposed to cover 30% of the rural poor in each block in the next 5 years.
SGSY Funding: SGSY is a Centrally Sponsored Scheme and funding is shared by the Central and State Governments in the ratio of 75:25 respectively

District Rural Development Agency (DRDA) Objective, Funding

District Rural Development Agency (DRDA) has traditionally been the principal organ at the District level to oversee the implementation of the anti-poverty programmes of the Ministry of Rural Development. Created originally for implementation of Integrated Rural Development Programme (IRDP), the DRDAs were subsequently entrusted with a number of programmes, both of the Central and State Governments. Since inception, the administrative costs of the DRDA (District Rural Development Agency) were met by setting aside a part of the allocations for each programme. Of late, the number of programmes had increased and several programmes have been restructured with a view to making them more effective. While an indicative staffing structure was provided to the DRDAs, experience showed that there was no uniformity in the staffing structure. It is in this context that a new centrally sponsored scheme - DRDA Administration - has been introduced from 1st April, 1999 based on the recommendations of an inter-ministerial committee known as Shankar Committee. The new scheme replaces the earlier practice of allocating percentage of programme funds to the administrative costs.
DRDA Objective: The objective of the scheme of DRDA (District Rural Development Agency) Administration is to strengthen the DRDAs and to make them more professional and effective. Under the scheme, DRDA is visualised as specialised agency capable of managing anti-poverty programmes of the Ministry on the one hand and effectively relate these to the overall efforts of poverty eradication in the district on the other.
DRDA Funding: The funding pattern of the programme will be in the ratio of 75:25 between the Centre and the States.

Nirbhaya Fund

‘Nirbhaya Fund’ has been created to ensure dignity and safety of girl children and women. The Fund has been created as a corpus in public account in Department of Economic Affairs (DEA). Rs. 2000/- crore has been credited in the Fund. As and when the schemes from Ministries/Departments are approved to be funded from ‘Nirbhaya Fund’ suitable allocations are done in their respective Demands and the corpus in DEA is reduced by that amount. Allocation from Nirbhaya Fund has been made for the following schemes:
i) ‘Scheme on Women Safety on Public Road Transport’ administered by Ministry of Road Transport and Highways – Rs. 50,00 crore;
ii) ‘Schemes on Backend Integration of Distress Signal from Victims with Mobile Vans and Control Rooms’ administered by Ministry of Home Affairs – Rs. 150.00 crore.

Indira Aawas Yojna Objective, Scope, Funding

Indira Aawas Yojna (IAY): IAY is the flagship rural housing scheme which is being implemented by the Government of India with an aim of providing shelter to the poor below poverty line. The Government of India has decided that allocation of funds under IAY (Indira Awas Yojna)will be on the basis of poverty ratio and housing shortage.
Indira Aawas Yojna  Objective: The objective of IAY is primarily to help construction of new dwelling units as well as conversion of unserviceable kutcha houses into pucca/semi-pucca by members of SC/STs, freed bonded labourers and also non-SC/ST rural poor below the poverty line by extending them grant-in-aid.
Indira Aawas Yojna  Scope: IAY is a beneficiary-oriented programme aimed at providing houses for SC/ST households who are victims of atrocities, households headed by widows/unmarried women and SC/ST households who are below the poverty line. This scheme has been in effect from 1st April, 1999.
Indira Aawas Yojna  Funding: IAY is a Centrally Sponsored Scheme funded on cost sharing basis between the Govt. of India and the States in the ratio of 75:25 respectively.

President appoints Four New Governor for states which includes Ram Naik, Balramji Dass Tandon, Keshari Nath Tripathi, Om Prakash Kohli as the Governors of Uttar Pradesh, Chhattisgarh, West Bengal and Gujarat.  The President has been pleased to appoint the following as Governors:-
1. Shri Ram Naik as the Governor of Uttar Pradesh;
2. Shri Balramji Dass Tandon as the Governor of Chhattisgarh;
3. Shri Keshari Nath Tripathi as the Governor of West Bengal;

Budget Estimates for 2014-15: Project Fiscal Deficit of 4.1% and Revenue Deficit of 2.9% of GDP

Finance Minister Shri Arun Jaitley said that the Modi Government has mandate to fulfill for the people provision for the essential items without compromising fiscal consolidation. Making his maiden Budget Speech in Lok Sabha today, the Finance Minister Shri Jaitley announced the Budget estimates with Non-plan Expenditure for the financial year estimated at Rs. 12,19,892 crore with additional provision for fertilizer subsidy and capital expenditure for Armed forces. Rs.5,75,000 crore have been allocated towards Plan expenditure, marking an increase of 26.9 per cent over actuals of 2013-14 (Rs. 4,53,085 crore). Plan increase is targeted towards agriculture, capacity creation in health and education, rural roads and National Highways Infrastructure, railways network expansion, clean energy initiatives, development of water resources and river conservation plans, the Finance Minister added. Total expenditure estimates thus stands at Rs.17,94,892 crore. To finance this expenditure, Gross Tax receipts of Rs. 13,64,524 crore have been estimated. In his maiden Budget Speech Shri Jaitley said that the net share of centre will be Rs. 9,77,258 crore. Non Tax Revenue for the current financial year will be Rs. 2,12,505 crore and capital receipts other than borrowings will be Rs. 73,952 crore. Thus, Fiscal deficit will be 4.1 per cent of Gross Domestic Product (GDP) and Revenue deficit will be 2.9 per cent of GDP, Shri Jaitley added.

5 New IIT, 5 IIMs in Budget 2014-15

Government has announced to set-up 5 more IITs in the Jammu & Kashmir, Chattisgrah, Goa, Andhra Pradesh and Kerala. Similarly, five new IIMs will be set-up in the States of Himachal Pradesh, Punjab, Bihar, Odisha and Maharashtra. For this, a sum of Rs. 500 crore has been allocated in the Budget. Presenting his Maiden Budget in Parliament here today, the Union Finance Minister Shri Arun Jaitley said that the country needs a large number of Centres of higher learning which are world class and accordingly declare to set-up Jai Prakash Narayan National Centre for Excellence in humanities in Madhya Pradesh.

Income Tax slabs for 2014-15: General Budget 2014-15 presented by the Union Finance Minister Shri Arun Jaitley has raised the personal income-tax exemption limit by Rs. 50,000/- that is, from Rs. 2 lakh to Rs. 2.5 lakh in the case of individual taxpayers, below the age of 60 years. Exemption limit raised from Rs. 2.5 lakh to Rs. 3 lakh in the case of senior citizens. However there is no change in the rate of surcharge either for the corporates or the individuals, HUFs, firms etc. The budget proposes to continue education cess at 3 percent. Investment limit under section 80C of the Income-tax Act has also been raised from Rs. 1 lakh to Rs. 1.5 lakh and Deduction limit on account of interest on loan in respect of self occupied house property raised from Rs.1.5 lakh to Rs.2 lakh. To incentivize small entrepreneurs an Investment allowance at the rate of 15 percent to a manufacturing company that invests more than Rs. 25 crore in any year in new plant and machinery. The benefit to be available for three years i.e. for investments upto31.03.2017. Investment allowance to manufacturing company investing more than Rs.100 crore announced last year to continue in parallel till 31.03.2015.

Factories Act, 1948 Amendment in July 2014: The Minister of State for Mines, Steel and Labour & Employment Shri Vishnu Deo Sai has said that as per the National Sample Survey Organization data, total number of workforce in the country in 2009-10 was 46.5 crore. Out of this about 2.8 crore (6%) were in the organized sector and the balance 43.7 crore (94%) was in the organized sector.  Most of the labour laws are applicable to the organized sector only which comprises about 6% of the total workforce. Shri Vishnu Deo Sai said, the Government has prepared a comprehensive proposal to amend the Factories Act, 1948 in order to   bring in labour reforms. The major amendments proposed include:
. Relaxation of restrictions on night work for women in factories subject to certain conditions
. Increase in limit of overtime to 100 hours (existing 50 hours) in a quarter
. Introduction of a new Sub section regarding compounding of offences
. Provisions of Personal Protective Equipment for safety of Workers/ More precautions against fumes and gases
. Empowerment of Central Government to make Rules (presently only State Governments make Rules).

Supreme Court says no to automatic arrests under dowry law IPC 498A

Supreme Court on Wednesday said women were increasingly using the anti-dowry law to harass in-laws and restrained police from mechanically arresting the husband and his relatives on mere lodging of a complaint under Section 498A of the Indian Penal Code. The court asked state governments to ensure that the police didn’t go on an arresting spree -- as was the practice -- in dowry harassment cases. The attitude to arrest first and then proceed with the rest was "despicable" and must be curbed, it said. The police would have to give reasons and proof to magistrate before making an arrest, the court said.
About IPC Section 498A: Section 498A was inserted into the Indian Penal Code in 1983 via an amendment. It protects the wife from harassment by the husband or the husband's family in cases where an illegal dowry is sought. The section reads:
498A. Husband or relative of husband of a woman subjecting her to cruelty.
Whoever, being the husband or the relative of the husband of a woman, subjects such woman to cruelty shall be punished with imprisonment for a term which may extend to three years and shall also be liable to fine.
Explanation-For the purpose of this section, "cruelty" means-
(a) Any willful conduct which is of such a nature as is likely to drive the woman to commit suicide or to cause grave injury or danger to life, limb or health whether mental or physical of the woman; or
(b) Harassment of the woman where such harassment is with a view to coercing her or any person related to her to meet any unlawful demand for any property or valuable security or is on account of failure by her or any person related to her meet such demand.
