Cabinet approves recommendations of 7th Pay Commission

Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the implementation of the recommendations of 7th Central Pay Commission (CPC) on pay and pensionary benefits.   It will come into effect from 01.01.2016. In the past, the employees had to wait for 19 months for the implementation of the Commission’s recommendations at the time of 5th CPC, and for 32 months at the time of implementation of 6th CPC.  However, this time, 7th CPC recommendations are being implemented within 6 months from the due date. The Cabinet has also decided that arrears of pay and pensionary benefits will be paid during the current financial year (2016-17) itself, unlike in the past when parts of arrears were paid in the next financial year. The recommendations will benefit over 1 crore employees. This includes over 47 lakh central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces.

7th Central Pay Commission (CPC) Highlights:

1.  The present system of Pay Bands and Grade Pay has been dispensed with and a new Pay Matrix as recommended by the Commission has been approved. The status of the employee, hitherto determined by grade pay, will now be determined by the level in the Pay Matrix. Separate Pay Matrices have been drawn up for Civilians, Defence Personnel and for Military Nursing Service. The principle and rationale behind these matrices are the same.

2.  All existing levels have been subsumed in the new structure; no new levels have been introduced nor has any level been dispensed with. Index of Rationalisation has been approved for arriving at minimum pay in each Level of the Pay Matrix depending upon the increasing role, responsibility and accountability at each step in the hierarchy.

3.  The minimum pay has been increased from Rs.  7000 to 18000 p.m.  Starting salary of a newly recruited employee at lowest level will now be Rs.  18000 whereas for a freshly recruited Class I officer, it will be Rs.  56100.  This reflects a compression ratio of 1:3.12 signifying that pay of a Class I officer on direct recruitment will be three times the pay of an entrant at lowest level.

4.  For the purpose of revision of pay and pension, a fitment factor of 2.57 will be applied across all Levels in the Pay Matrices.


5.  Rate of increment has been retained at 3 %. This will benefit the employees in future on account of higher basic pay as the annual increments that they earn in future will be 2.57 times than at present.

6.  The Cabinet approved further improvements in the Defence Pay Matrix by enhancing Index of Rationalisation for Level 13A (Brigadier) and providing for additional stages in Level 12A (Lieutenant Colonel), 13 (Colonel) and 13A (Brigadier) in order to bring parity with Combined Armed Police Forces (CAPF) counterparts at the maximum of the respective Levels.

7.  Some other decisions impacting the employees including Defence & Combined Armed Police Forces (CAPF) personnel include :

  • Gratuity ceiling enhanced from Rs.  10 to 20 lakh. The ceiling on gratuity will increase by 25 % whenever DA rises by 50 %.
  • A common regime for payment of Ex-gratia lump sum compensation for civil and defence forces personnel payable to Next of Kin with the existing rates enhanced from Rs. 10-20 lakh to 25-45 lakh for different categories.
  • Rates of Military Service Pay revised from Rs.  1000, 2000, 4200 & 6000 to 3600, 5200, 10800 & 15500 respectively for various categories of Defence Forces personnel.
  • Terminal gratuity equivalent of 10.5 months of reckonable emoluments for Short Service Commissioned Officers who will be allowed to exit Armed Forces any time between 7 and 10 years of service.
  • Hospital Leave, Special Disability Leave and Sick Leave subsumed into a composite new Leave named ‘Work Related Illness and Injury Leave’ (WRIIL). Full pay and allowances will be granted to all employees during the entire period of hospitalization on account of WRIIL.

8.  The Cabinet also approved the recommendation of the Commission to enhance the ceiling of House Building Advance from Rs.  7.50 lakh to 25 lakh. In order to ensure that no hardship is caused to employees, four interest free advances namely Advances for Medical Treatment, TA on tour/transfer, TA for family of deceased employees and LTC have been retained. All other interest free advances have been abolished.

9.  The Cabinet also decided not to accept the steep hike in monthly contribution towards Central Government Employees Group Insurance Scheme (CGEGIS) recommended by the Commission. The existing rates of monthly contribution will continue. This will increase the take home salary of employees at lower levels by Rs. 1470. However, considering the need for social security of employees, the Cabinet has asked Ministry of Finance to work out a customized group insurance scheme for Central Government Employees with low premium and high risk cover.

10. The general recommendations of the Commission on pension and related benefits have been approved by the Cabinet. Both the options recommended by the Commission as regards pension revision have been accepted subject to feasibility of their implementation. Revision of pension using the second option based on fitment factor of 2.57 shall be implemented immediately. A Committee is being constituted to address the implementation issues anticipated in the first formulation. The first formulation may be made applicable if its implementation is found feasible after examination by proposed Committee which is to submit its Report within 4 months.

11. The Commission examined a total of 196 existing Allowances and, by way of rationalization, recommended abolition of 51 Allowances and subsuming of 37 Allowances. Given the significant changes in the existing provisions for Allowances which may have wide ranging implications, the Cabinet decided to constitute a Committee headed by Finance Secretary for further examination of the recommendations of 7th CPC on Allowances.  The Committee will complete its work in a time bound manner and submit its reports within a period of 4 months. Till a final decision, all existing Allowances will continue to be paid at the existing rates.

12. The Cabinet also decided to constitute two separate Committees (i) to suggest measures for streamlining the implementation of National Pension System (NPS) and (ii) to look into anomalies likely to arise out of implementation of the Commission’s Report.

13. Apart from the pay, pension and other recommendations approved by the Cabinet, it was decided that the concerned Ministries may examine the issues that are administrative in nature, individual post/ cadre specific and issues in which the Commission has not been able to arrive at a consensus.

14. As estimated by the 7th CPC, the additional financial impact on account of implementation of all its recommendations in 2016-17 will be Rs. 1,02,100 crore. There will be an additional implication of Rs. 12,133 crore on account of payments of arrears of pay and pension for two months of 2015-16.

BRICS Youth Summit, 2016 at Guwahati from 1st to 3rd July 2016

Prime Minister shri Narendra Modi, in his remark at Fortaleza BRICS Summit, had stressed the role of youth and sports in furthering intra-BRICS cooperation. In this regard he had also announced Under-17 Football Cup during India’s BRICS Chairmanship 2016. Shri Modi has laid special emphasis on giving wider publicity and dissemination of the BRICS events and their organization across the cities and provinces of India. Role of youth in fostering intra-BRICS bonds has been recognized during the past Summits. Youthful democratic profile of most BRICS countries combined with their economic-vibrancy can be an asset in consolidating exchanges between BRICS countries. Investment in youth will make them stakeholders in future activities of the group. This is also aligned with Prime Minister ’s desire that our events be participative and people-centric. 
It is in this context that BRICS Youth Summit, 2016 is being organised at Guwahati (Assam) from 1st to 3rd July, 2016. The Theme for the Summit is “Youth as bridge for Intra-BRICS Exchanges”. The subjects to be covered by thematic debates are (i) Skill Development and Entreneurship, (ii) Social Inclusion, (iii) Youth Volunteerism and (iv) Youth Participation in Governance. The programme for the Summit also includes thematic debates, cultural events, site-visits and interactive sessions with local youth. The Youth Summit would also be an occasion to introduce India’s North-East to BRICS youth.  The Youth delegates will also have an occasion to call upon the External Affairs Minister in New Delhi and to meet Assam Leadership and Senior Officials at Guwahati, Assam during the course of the Summit.  All the BRICS nations have confirmed their participation in the Summit. Lionel Messi retires from international football

Lionel Messi has decided to retire from international football. Argentina's captain Messi took this call to hang his boots from international soccer after losing Copa America final.

India becomes 35th member of MTCR

India has become the 35th country to gain membership into the Missile Technology Control Regime (MTCR) which sets guidelines to control the production and delivery of missiles and unmanned aerial vehicles capable of mass destruction. It was accepted after a consensus decision taken by the other pre-existing member nations. The External Affairs Ministry in a statement said India's entry into the regime as its thirty-fifth member would be mutually beneficial in the furtherance of international non-proliferation objectives.
MTCR membership will now enable India to buy high-end missile technology and also enhance its joint ventures with Russia. The aim of the MTCR is to restrict the proliferation of missiles, complete rocket systems, unmanned air vehicles and related technology forthose systems capable of carrying a 500 kilograms payload for at least 300 kilometres, as well as systems intended for the delivery of weapons of mass destruction. The group was established in April 1987 by the G-7 countries.

Britain Votes To Exit European Union (EU), Market crash

In a historic development, the Britain has voted to leave the European Union (EU) after 43 years as the 'Brexit' camp on Friday took a seemingly unassailable lead over the 'Remain' camp in a down-to-wire referendum with far reaching implications for the world. As a fallout of the Brexit referendum, Indian equities have taken a hit with Sensex falling nearly 1000 points mirroring heavy volatility in the world stock markets.
52% of the Britons in Thursday's vote favoured leaving the 28-member EU, while 48 per cent supported staying in the bloc. The final national result is to be officially declared by the UK Electoral Commission's chief counting officer.  London and Scotland voted strongly to stay in the EU but the remain vote has been undermined by poor results in the north of England. Voters in Wales and the English shires have backed Brexit in large numbers.  The vote - which saw an extremely high turnout of around 72 per cent with over 30 million people voting- reverses the public verdict back in 1975, when the UK voted to remain a member of then European Economic Community, which later became the EU.

No decision on India's NSG membership

No decision on India's NSG membership as China remains adamant. The plenary meeting of the 48-member Nuclear Suppliers Group (NSG) ended at Seoul on Friday with no decision on India's membership bid as divisions persisted over admitting non-NPT members with China leading the opposition to it.  China's stand that India's membership application cannot be considered because it has not signed the Nuclear Non- Proliferation Treaty (NPT) was backed by nearly 10 other countries which effectively torpedoed India's bid although it had the strong backing of the US, the UK, France and a majority of countries in the nuclear trading group. Earlier, the chief Chinese negotiator, Wang Qun continued to vehemently oppose India's membership of NSG. Wang, Director General of China's Department of Arms Control, told reporters that there was no consensus on the NSG membership of non-NPT countries like India. The anti-India stand taken by China again today clearly shows that Chinese President Xi Jinping has not responded to Prime Minister Narendra Modi's urgings in Tashkent on Thursday that Beijing should support India's case.

Union Government launches India’s first pilot programme to run two wheelers on CNG in Delhi

Union Government has launched a pilot programme to run two wheelers on Compressed Natural Gas (CNG) in New Delhi to curb air pollution in cities. The project was jointly launched by Union Petroleum and Natural Gas Minister Dharmendra Pradhan and Union Environment Minister Prakash Javadekar at the CGO Complex CNG station. 
The first-of-its-kind pilot programme in India to run two-wheelers on CNG has been launched by Indraprastha Gas Limited (IGL). It is being implemented by IGL under its “Hawa Badlo” movement along with GAIL (Gas Authority of India Limited). Under this project, different models of two-wheelers fitted with the CNG kits have been unveiled to curb rising air pollution in cities. These CNG two-wheelers are substantially economical as compared to similar variant of petrol vehicles. They emit 75% less hydrocarbon and 20% less CO (Carbon monoxide), compared to their petrol variants.

Anil Kumble appointed New Indian Cricket Coach

Former captain Anil Kumble was appointed as the Indian cricket team's head coach for one-year tenure on 23rd June 2016. The 45-year-old Kumble pipped former Team Director Ravi Shastri, Australians Tom Moody and Stuart Law and a host of others to clinch the high-profile position following an elaborate selection process headed by a three-member Cricket Advisory Committee (CAC). The committee comprising greats Sachin Tendulkar, VVS Laxman and Sourav Ganguly had interviewed 10 candidates for the job in Kolkata on Tuesday in a marathon session which lasted close to 10 hours. BCCI received 57 applications for the post and trimmed it down to 21 before handing over the list to CAC that interviewed the candidates shortlisted by them. Among them were Ravi Shastri, Lalchand Rajput, Pravin Amre, Kumble, Tom Moody, Stuart Law and Andy Moles. 
Kumble, the highest wicket-taker for India till date and third in the international list behind Muttiah Muralitharan and Shane Warne, emerged as a front-runner in the last few days even though he has no experience in coaching in the international arena. Kumble's stint as a mentor with IPL teams such as Royal Challengers Bangalore and Mumbai Indians as well as his vast experience as an international cricketer might have tilted the scale in his favour. The former leg-spinner played 132 Test matches and 271 ODIs in a career spanning close to two decades. Kumble finished his Test career with 619 scalps and accumulated 337 ODI wickets which put his combined tally at 956 in two formats.

Boxers Vikas Krishan and Manoj Kumar qualify for Rio Olympics 2016

Indian boxers Manoj Kumar and Vikas Krishan have qualified for the Rio 2016 Olympics scheduled to be held in August 2016 in Rio de Janerio, Brazil. Manoj Kumar booked Olympic berth after advancing in the quarterfinal bout against Tajikistan’s Rakhimov Shakvakatdzhon in the AIBA World Olympic qualification event in Baku, Azerbaijan. ISRO's PSLV-C34 Successfully launches record 20 satellites

Indian Space Research Organisation (ISRO) today successfully launched a record 20 satellites from its Satish Dhawan Space Centre in Andhra Pradesh's Sriharikota. The launch also placed into orbit two Indian academic community built satellites. ISRO has so far launched 57 satellites for foreign vendors from about 20 countries. The vehicle not only put 20 satellites into the same orbit - the highest number of satellites to be put into orbit by a PSLV - but also also perform two tricky experiments of the same nature. Earlier, it had sent 10 satellites into orbit in a single mission in 2008.
India’s Polar Satellite Launch Vehicle, in its thirty sixth flight (PSLV-C34), launches the 727.5 kg Cartosat-2 series satellite for earth observation and 19 co-passenger satellites together weighing about 560 kg at lift–off into a 505 km polar Sun Synchronous Orbit (SSO). PSLV-C34 was launched from the Second Launch Pad (SLP) of Satish Dhawan Space Centre (SDSC) SHAR, Sriharikota on June 22, 2016 at 09:26 hrs (IST). This is the fourteenth flight of PSLV in ‘XL’ configuration (with the use of solid strap-on motors). The co-passenger satellites are from USA, Canada, Germany and Indonesia as well as two satellites (SATHYABAMASAT and SWAYAM) from Indian University/Academic Institute. The total weight of all the 20 satellites carried onboard PSLV-C34 is about 1288 kg.

FSSAI bans use of potassium bromate as food additive

Government on Monday banned use of potassium bromate as a food additive following a CSE study that found its presence in bread as causing cancer. The Food Safety Standards Authority of India (FSSAI), however, has referred potassium iodate -- also claimed to be carcinogenic used as a food additive -- to a scientific panel. Last month, the regulator had recommended to the Health Ministry removal of potassium bromate from the list of permissible food additives after a study by the Centre for Science and Environment (CSE).
The CSE study had found that 84 per cent of 38 commonly available brands of pre-packaged breads, including pav and buns, tested positive for potassium bromate and potassium iodate.  These two food additives are banned in many countries and listed as "hazardous" for public health.  According to CSE, potassium bromate typically increases dough strength, leads to higher rising and uniform finish to baked products while potassium iodate is a flour treatment agent.

Civil Aviation Policy 2016

Civil Aviation Policy 2016:  Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for the New Civil Aviation Policy on 15th June 2016. This is the first time since Independence that an integrated Civil Aviation Policy has been brought out by the Ministry of Civil Aviation. 

Civil Aviation Policy 2016 Aims:

  • India to become 3rd largest civil aviation market by 2022 from 9th
  • Domestic ticketing to grow from 8 crore in 2015 to 30 crore by 2022
  • Airports having scheduled commercial flights to increase from 77 in 2016 to 127 by 2019
  • Cargo volumes to increase by 4 times to 10 million tonnes by 2027
  • Taking flying to masses – Enabling Indians to fly at Rs. 2,500 per hour under Regional Connectivity Scheme at unserved airports
  • Requirement of 5 years of domestic flying for starting international operations removed
  • Flexible and liberalized ‘open skies’ and ‘code share’ agreements
  • Incentives to MRO sector to develop as hub for South Asia
  • Ensuring availability of quality certified 3.3 lakh skilled personnel by 2025
  • Development of green-field airports and heliports
  • Enhancing ease of doing business through deregulation, simplified procedures and e-governance
  • Promoting ‘Make In India’ in Civil Aviation Sector

Civil Aviation Policy 2016 Salient features:
  • The Viability Gap Funding (VGF) will be funded by a small levy per departure on all domestic routes other than Cat II/ Cat IIA routes, RCS routes and small aircraft at a rate as decided by the Ministry from time to time. 
  • The 5/20 rule for commencement of international flight in operation since 2004 is replaced by a formulation which provides a level playing field and allows airlines, both new and old, to commence international operations provided they continue to meet some obligation for domestic operation.
  • Necessary administrative and financial flexibility will be provided to Director General of Civil Aviation (DGCA) for an effective aviation safety oversight system and for creating a transparent single-window system for all aviation safety related issues.
  • The Route Dispersal Guidelines (RDG)  have been  rationalised by making the criteria for declaring a route as Category I (trunk route) more transparent, while the traffic to be deployed on Cat II and IIA expressed in terms of a percentage of CAT I traffic remains the same. 
  • The regime of bilateral rights and code share agreements will be liberalised leading to greater ease of doing business and wider choice to passengers. “Open skies” will be implemented on a reciprocal basis for SAARC countries and countries beyond 5000 kms from Delhi. 
  • The Ministry will continue to encourage development of airports by the State Government or the private sector or in PPP mode and endeavour to provide regulatory certainty. Future greenfield and brownfield airports will have cost efficient functionality with no compromise on safety and security.
  • Airport Authority of India (AAI) will continue to develop and modernise its airports and upgrade quality of services. AAI will be suitably compensated in case a new greenfield airport is approved in future within 150 km radius of an existing operational AAI airport which is not yet saturated.
  • Upgradation and modernisation of Air Navigation Services will continue in line with global trends. AAI will provide a fully harmonised Air Navigation System considering International Civil Aviation Organisation (ICAO) Global Air Navigation Plan, Aviation system Block Upgrade and modern performance based technologies and procedures.
  • The Government will promote helicopter usage by issuing separate regulations for helicopters and development of four heli-hubs initially. Ministry of Civil Aviation will also coordinate with all the agencies and stakeholders concerned to facilitate Helicopter Emergency Medical Services.
  • The existing ground handling policy is being replaced with a new framework to ensure fair competition. The airport operator will ensure that there will be three Ground Handling Agencies (GHA) including Air India's subsidiary/JV at all major airports as defined in AERA Act 2008. At  non-major airports, the airport operator to decide on the number of ground handling agencies, based on the traffic output, airside and terminal building capacity. All domestic scheduled airline operators including helicopter operators will be free to carry out self-handling at all airports. Hiring of employees through manpower supplier will not be permitted.

Tata Power to acquire Welspun Renewables

Tata Power Co. Ltd has agreed to acquire renewable energy company Welspun Renewables Energy Pvt. Ltd. In this regard, Tata Power’s renewable energy unit Tata Power Renewable Energy Ltd (TPREL) has signed share purchase agreement to acquire Welspun Renewables Energy. The transaction deal is sized at 9,249 crore rupees which is considered as largest transaction in renewables space in India. This acquisition will help Tata Power to grow its clean energy portfolio to 2.3 gigawatts (GW) Welspun Renewables is a part of the 3 billion dollars Welspun Group. It has about 1,140 megawatts (MW) of solar and wind power assets across 8 states in India. Of this, about 990 MW is in solar projects and about 150 MW in wind projects. Tata Power, one of the largest integrated power companies in India. Its subsidiary TPREL currently operates 294 MW of renewable power capacity across the country and about 400 MW of solar and wind projects are under implementation.

Microsoft to acquire LinkedIn for $26.2 billion

Microsoft said Monday it agreed to purchase the business-oriented social network in an all-cash deal valued at $196 per share, a 49.5 percent premium over LinkedIn's closing price on Friday. Microsoft’s deal to acquire the work-focused social networking giant is an all-cash transaction, and it will value LinkedIn’s shares at $196 each. Microsoft says LinkedIn will retain its own brand and independence, and existing CEO Jeff Weiner will remain and report directly to Satya Nadella. "The LinkedIn team has grown a fantastic business centered on connecting the world’s professionals," Nadella said. "Together we can accelerate the growth of LinkedIn, as well as Microsoft Office 365 and Dynamics as we seek to empower every person and organization on the planet." Microsoft is planning to close its acquisition later this year, and the deal has been unanimously approved by the boards of directors of both companies.
This is Microsoft CEO Satya Nadella's first big acquisition since he took over the top job more than two years ago. Microsoft is positioning the combination as the "world's leading professional cloud" together with the "world's leading professional network." It's clear this is a big acquisition for Microsoft, both in terms of cash value and what LinkedIn brings to the company. More than 433 million people use LinkedIn worldwide to network, find jobs, and reconnect with old colleagues. Many of those LinkedIn users also pay for premium services to use the site.
