GDP of India 2016-17 First Quarter

GDP of India FY 2016-17 First Quarter: India’s economic growth slowed down to 7.1% in the first quarter (April-June) of the fiscal year 2016-17 from 7.9% in the preceding March quarter as agriculture, mining and construction sectors saw lower growth while front-loading of government expenditure increased services sector growth. Data released by the Central Statistics Office (CSO) showed agriculture grew 1.8% against 2.3% in the March quarter, while mining growth contracted 0.4% against 8.6% growth in March quarter. 

GDP of India FY 2016-17 First Quarter Highlights:

  • The growth in GDP during Q1, 2016-17 at 2011-12 prices is estimated at 7.1 percent  as compared to the growth rate of 7.5 percent in Q1, 2015-16.
  • The growth in GVA at basic prices during Q1, 2016-17, at 2011-12 prices, is estimated at 7.3 percent as compared to the growth rate of 7.2 per cent in Q1, 2015-16.
  • The ‘agriculture, forestry and fishing’ sector has shown a growth of 1.8 percent in its GVA during Q1, 2016-17, as against the growth rate of 2.6 percent in the corresponding period of last year. Q1estimates of agriculture sector pertains to Rabi production during agriculture year 2015-16.
  • Growth in GVA in mining and quarrying was (-)0.4 percent during Q1, 2016-17 as against the growth rate of 8.5 percent in the corresponding period of last year.
  • The manufacturing sector registered 9.1 percent growth during Q1 of 2016-17 as against the growth rate of 7.3 percent in the corresponding period of last year.
  • The construction industry is estimated to have grown by 1.5 percent in Q1, 2016-17 as against 5.6 percent in the corresponding period of last year.
  • The GVA growth in services sector during Q1, 2016-17 is estimated at 9.6 percent as against 8.8 percent in the corresponding period of last year.
  • The GVA growth in trade, hotels, transport, communication and services related to broadcasting sector during Q1, 2016-17 is estimated at 8.1 percent as against 10.0 percent in the corresponding period of last year.
  • Public administration, defence and other services is estimated to grow 12.3 percent  as against 5.9 percent in the corresponding period of last year.
  • Growth in Private final consumption expenditure at current prices is estimated at 11.7 percent in Q1, 2016-17.
  • Gross Fixed Capital Formation declined by 1.1 percent at current prices in Q1, 2016-17 as compared to an increase by 6.8 percent in Q1, 2015-16. 

India-USA sign Logistics Exchange Memorandum of Agreement (LEMOA)

India and the United States have signed the Logistics Exchange Memorandum Of Agreement (LEMOA) in Washington DC, USA on 29 August 2016. LEMOA is a facilitating agreement that establishes basic terms, conditions, and procedures for reciprocal provision of Logistic Support, Supplies, and Services between the armed forces of India and the United States. Logistic Support, Supplies, and Services include food, water, billeting, transportation, petroleum, oils, lubricants, clothing, communication services, medical services, storage services, training services, spare parts and components, repair and maintenance services, calibration services, and port services. 

LEMOA Highlights: 
  • LEMOA stands for Logistics Exchange Memorandum of Agreement (LEMOA), a tweaked India-specific version of the Logistics Support Agreement (LSA), which the U.S. has with several countries it has close military to military cooperation. It is also one of the three foundational agreements as referred to by the U.S. 
  • The three agreements — Logistics Support Agreement (LSA), Communications Interoperability and Security Memorandum of Agreement (CISMOA) and Basic Exchange and Cooperation Agreement for Geo-spatial Cooperation (BECA) are referred to as the foundational agreements which the U.S. signs with countries with which it has close military ties. 
  • Logistics support for any other cooperative efforts shall only be provided on a case-by-case basis through prior mutual consent of the Parties, consistent with their respective laws, regulations and policies. 
  • Provision of Logistic Support, Supplies, and Services from one Party to the other would be in return for either cash payment or the reciprocal provision of Logistic Support, Supplies, and Services. 
  • The agreement will primarily cover four areas — port calls, joint exercises, training and Humanitarian Assistance and Disaster Relief. Any other requirement has to be agreed upon by both sides on a case-by-case basis. 
  • The Agreement does not create any obligations on either Party to carry out any joint activity. It does not provide for the establishment of any bases or basing arrangements. 
  • The Agreement will significantly enhance the operational capacity of the Indian Armed Forces, including in their response to humanitarian crises or disaster relief.

    Prime Minister, Shri Narendra Modi today unveiled a plaque to launch the Saurashtra Narmada Irrigation (SAUNI) Project at Sanosara in Gujarat. The Prime Minister visited the AJI-3 dam site, and witnessed the release of water from the gates of the dam. Addressing a large gathering on the occasion, the Prime Minister recalled that even as Chief Minister of Gujarat, it had always been his firm belief that water was most important for the farmer. He said that the water table in the State had begun to rise. Check dams have also been built in large numbers, he added. 
    The Prime Minister noted how the situation had changed even in Kutch, where even our jawans did not get enough water at one point of time. The Prime Minister said he still remembered the time when he had first met lawmakers from Saurashtra, and discussed the SAUNI Project. He said this is an initiative that should make every Gujarati proud.  Shri Narendra Modi also emphasized on the need for water conservation, and spoke about the various initiatives taken by the Union Government for the welfare of the farmers, such as crop insurance.

    Minimum Support Price (MSP)
    • Price Support Policy of the Government is directed at providing insurance to agricultural producers against any sharp fall in farm prices. The minimum guaranteed prices are fixed to set a floor below which market prices cannot fall.
    • MSP were announced by the Government of India for the first time in 1966-67 for Wheat in the wake of the Green Revolution and extended harvest, to save the farmers from depleting profits.
    • Till the mid 1970s, Government announced two types of administered prices :
      • Minimum Support Prices (MSP)
      • Procurement Prices
    • This policy of two official prices being announced continued with some variation upto 1973-74, in the case of paddy. In the case of wheat it was discontinued in 1969 and then revived in 1974-75 for one year only. Since there were too many demands for stepping up the MSP, in 1975-76, the present system was evolved in which only one set of prices was announced for paddy (and other kharif crops) and wheat being procured for buffer stock operations.
    • MSP is announced by the Government of India for 25 crops currently at the beginning of each season viz. Rabi and Kharif. 
    • Following are the 25 crops covered by MSP
      • Kharif Crops: Paddy, Jowar, Bajra, Maize, Ragi, Arhar(Tur), Moong, Urad, Cotton, Groundnut, Sunflower Seed, Soyabeen Black, Sesamum, Nigerseed
      • Rabi Crops: Wheat, Barley,Gram, Masur (Lentil), Rapeseed/Mustard, Safflower, Toria
      • Other Crops: Copra, De-Husked Coconut, Jute, Sugarcane
    CACP's Methodology for Cost Calculation
    • Minimum Support Price for major agricultural products are announced each year after taking into account the recommendations for the commission for agricultural costs and prices (CACP).
    • The CACP while recommending prices takes into account all important factors including cost of production, changes in input prices, input/output parity, trends in market prices, inter crop price parity, Demand and supply situation, parity between prices paid and prices received by farmers etc. 
    • In fixing the support prices, CACP relies on the cost concept which covers all items of expenses of cultivation including that the imputed value of the inputs owned by farmers such as rental value of owned land and interest on fixed capital. some of the important cost concepts used by CACP are the C2 and C3 Costs. 
      • C2 Cost: C2 cost includes all actual expenses in cash and kind incurred in production by actual owner + rent paid for leased land + imputed value of family labour + interest on the value of owned capital assets (excluding land) + rental value of owned land (net of land revenue)
      • C3 Cost: Cost C2 + 10% of cost C2 to account for managerial remuneration to the farmer.
    • Costs of production are calculated both on a per quintal and per hectare basis. Since cost variation are large over states. CACP recommends that MSP should be considered on the basis of C2 Cost.  However increases in MSP have been so substantial in case of paddy and what that in most of the states MSPs are way above not only the C2 cost but the C3 cost as well.

    POCSO e-box launched to protect children from sexual offences

    POCSO e-Box was launched by the Minister for Women and Child Development, Smt. Maneka Sanjay Gandhi in New Delhi today. Protection of Children from Sexual Offences (POCSO), e-Box, is an online complaint management system for easy and direct reporting of sexual offences against children and timely action against the offenders under the POCSO Act, 2012. Minister of State for Women and Child Development , Smt Krishna Raj, Secretary WCD, Ms Leena Nair, NCPCR Chairperson, Smt Stuti Kacker and other senior officials of the WCD Ministry and NCPRC were present on the occasion.
    Speaking on  the occasion, Smt Maneka Gandhi said that the idea of an e-Box came out of a police initiative in which physical complaint boxes were placed in schools. The e-Box will make it possible to implement it on a large scale throughout the country. A large number of incidents of abuse are against close relatives and so they get pushed under the carpet, the Minister said. E-Box is very simple to operate and will help to maintain the confidentiality of the complaint, Smt Maneka Sanjay Gandhi explained.
    Smt Krishna Raj said that all efforts should be made to generate awareness about the e-Box so that more and more children can come out with their suffering. Highlighting the lifelong trauma of a child suffering from abuse , Mrs Stuti Kacker said that the online facility has been created so that the child can be given immediate help. The e-Box is incorporated prominently in the home page of National Commission for Protection of Child Rights (NCPCR) website http://ncpcr.gov.in/  where a user has to simply push a button named POSCO e-Box.

    Surrogacy (Regulation) Bill, 2016

    Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for introduction of the "Surrogacy (Regulation) Bill, 2016".  The Bill will regulate surrogacy in India by establishing National Surrogacy Board at the central level and State Surrogacy Boards and Appropriate Authorities in the State and Union Territories. The legislation will ensure effective regulation of surrogacy, prohibit commercial surrogacy and allow ethical surrogacy to the needy infertile couples.  All infertile Indian married couple who want to avail ethical surrogacy will be benefited. Further the rights of surrogate mother and children born out of surrogacy will be protected. The Bill shall apply to whole of India, except the state of Jammu and Kashmir. 
    The major benefits of the Act would be that it will regulate the surrogacy services in the country. While commercial surrogacy will be prohibited including sale and purchase of human embryo and gametes, ethical surrogacy to the needy infertile couples will be allowed on fulfilment of certain conditions and for specific purposes. As such, it will control the unethical practices in surrogacy, prevent commercialization of surrogacy and will prohibit potential exploitation of surrogate mothers and children born through surrogacy.  No permanent structure is proposed to be created in the Draft Bill. Neither there are proposals for creating new posts. The proposed legislation, while covering an important area is framed in such a manner that it ensures effective regulation but does not add much vertically to the current regulatory structure already in place at the central as well as states. Accordingly, there will not be any financial implications except for the meetings of the National and State surrogacy Boards and Appropriate Authorities which will be met out of the regular budget of Central and State governments.

    Sunita Jain conferred with Vyas Samman award 2015

    Hindi scholar and writer Sunita Jain was conferred with the prestigious 25th Vyas Samman 2015. She was presented with the award by West Bengal Governor K N Tripathi. She was bestowed with this prestigious literary award for her poetry collection Kshama (published in 2008). Through her poetry collection, she portrays the fine emotions between poet Tulsidas and his wife Ratnavalli.
