Land Boundary Agreement 2015 with Bangladesh

India and Bangladesh on in June 2015 signed an agreement to simplify their 4,000-km (2,500-mile) border and clarify the identities of 52,000 living in enclaves, over four decades after the neighbours first tried to untangle complex territorial rights set down in 1713. Under the deal, signed in the presence of Prime Minister Narendra Modi and his Bangladeshi counterpart Sheikh Hasina in Dhaka, the two countries will swap 200 tiny enclaves, most of them close to the official border. Their inhabitants have been deprived of public services and living in squalid conditions.
On 1st August 2015, as the clock strikes midnight (00:0:01 Hr), 111 Indian enclaves in Bangladeshi territory and 51 Bangladeshi enclaves in Indian territory are set to be physically transferred to the other country. The transfer will take place in pursuant to the 1974 Boundary Agreement and its Protocol of 2011, the instruments of which were ratified during the Prime Minister Narendra Modi's visit to Bangladesh last month. Around 52,000 enclave residents will become residents of either country after living a stateless existence for 68 years. Under the Land Boundary Agreement, a joint nationality preference survey was conducted to give the residents the choice of nationality. Data from the survey is now being verified by the office of the Registrar General of India and the Bangladesh Bureau of Statistics, says a press release from the Indian High Commission. It has said that both countries are working together to facilitate the trouble-free moving of residents before the stipulated date of November, 30th, 2015. 

Magsaysay Award for 2015 for Sanjiv Chaturvedi, Anshu Gupta

Magsaysay Award for 2015 Winners: Sanjiv Chaturvedi, former Chief Vigilance Officer (CVO) at AIIMS and Anshu Gupta, founder of NGO Goonj are among the people who have been awarded the Ramon Magsaysay Award for 2015. Sanjiv Chaturvedi is an Indian Forest Service officer and currently the deputy secretary of All India Institute of Medical Sciences (AIIMS). He also served as a Chief Vigilance Officer (CVO) at AIIMS during 2012-14. In 2014, Chaturvedi was relieved from the additional charge of CVO, although he continued to retain the Deputy Director post at AIIMS. He had alleged that his removal from the CVO post was a result of campaign by corrupt officials. Sanjiv Chaturvedi was recognized for "his exemplary integrity, courage and tenacity in uncompromisingly exposing and painstakingly investigating corruption in public office, and his resolute crafting of program and system improvements to ensure that government honorably serves the people of India."
 Anshu Gupta founded Goonj in 1999 after leaving his a corporate job to start the organisation. Goonj is a non-governmental organisation based in Delhi, which works in 21 states across India in disaster relief, humanitarian aid and community development. It has converted 1,000 tonnes of used clothes, household goods and other urban discards into usable resources for the poor.

Integrated Child Development Services (ICDS)

Integrated Child Development Services (ICDS) Scheme is a centrally sponsored scheme providing a package of services comprising (i) Supplementary nutrition (ii) Pre-school non-formal education (iii) Nutrition and health Education (iv) Immunization (v) Health check-up and (vi) Referral services through Anganwadi Centres to children below 6 years of age and pregnant women& lactating mothers.  The later three services viz. The Budgetary allocations for all Plan Schemes including ICDS was made against the backdrop of substantial higher devolution of taxes of 42% to the States, decision to give more flexibility to States in implementation of Schemes and expected higher share from States. The reduction in budgetary allocation is likely to be off set by expected higher cost share from States and Demand for Supplementary Grants. This information was given by the Union Minister of Women and Child Development, Smt Maneka Sanjay Gandhi in reply to an unstarred question in Rajya Sabha today.

Guidelines Governing Adoption of Children 2015

Ministry of Women and Child Development has notified revised Guidelines Governing Adoption of Children 2015 effective from1.8.2015. The 2015 Guidelines issued by the Central Adoption Resource Authority (CARA) would replace the 2011 Adoption Guidelines. The revised guidelines have been framed keeping in mind the issues and challenges faced by CARA, Adoption Agencies and Prospective Adoptive Parents (PAPs). These Guidelines are intended to provide for more effective regulation for adoption of orphan, abandoned and surrendered children and would bring more transparency and efficiency in the adoption system. With the new guidelines, it would become possible for PAPs to track the status of their application making the entire system more user friendly. Accordingly, Central Adoption Resource Information Guidance System (CARINGS), as an e-governance measure created for the purpose of facilitating adoption of children, has been revamped. CARINGS will facilitate the adoption of maximum number of adoptable children and ensure a smoother adoption process by curbing undue delays. For hassle-free adoption, CARINGS will contain a centralized data bank of adoptable children and PAPs. Clear cut timelines for domestic and inter-country adoption have been laid down to ensure early deinstitutionalization of such children. All District Child Protection Units (DCPUs) will be connected online to CARINGS. DCPUs will be responsible for making newspaper publications of abandoned children and the expenditure, if required, could be incurred under Integrated Child Protection Units (ICPS) Fund. One DCPU member will also be part of the Adoption Committee. 
Salient features of the Guidelines Governing Adoption of Children, 2015:
(i) Clear and transparent procedure for registration of resident Indians and provsion for uploading required documents online.
(ii)   PAPs have an option to select an adoption agency of their choice for conducting Home Study Report (HSR) and preferred State also.
(iii) Home study Report of PAPs can be prepared by SARA/DCPU empanelled social worker.
(iv) Seniority of PAPs would be maintained from the date of registration.
(v)   The maximum combined age for married couple has been increased from 105 years to 110 years to encourage adoption of older children.
(vi) Minimum 25 years age gap between the child and adoptive parents has been prescribed.
(vii)   More clarity in adoption of special needs children, older children and siblings. Older children and siblings would no more be considered as special needs children.
(viii)     All Specialised Adoption Agencies (SAAs) would be authorised to do In-country & Inter-country adoption.
(ix) Inter-state adoptions made simpler to boost adoptions within the country; No permission of State Adoption Resource Agency (SARA) is required for domestic adoption from another State.
(x)   NRIs would be treated at par with resident Indians in terms of priority regarding referral of a child. 
(xi) Greater clarity in the process and documentation for OCI and Foreign PAPs living in India.
(xii)   Adoption expenses for different category of PAPs prescribed.
(xiii)     Authorised Foreign Adoption Agency (AFAA) would have a provision of renewal after a period of five years.
(xiv)     All adoptions (in-country or inter-country) to proceed on CARINGS, adoption outside CARINGS is strictly prohibited.

Hunar Se Rozgar Tak Scheme

Hunar Se Rozgar Tak Scheme: Under the HSRT programme, courses are offered in hospitality trades namely Food Production, Food and Beverage Service, Housekeeping Utility and Bakery and Patisserie. The persons who are minimum 8th pass and in the age group of 18 to 28 years are eligible to take the courses. The programme is delivered by Ministry of Tourism (MoT) sponsored Institutes of Hotel Management, Food Craft Institutes, State Tourism Development Corporations amongst others.
Presently training courses are also in place to bring up tourist escorts, tourist facilitators, event facilitators, security guards, tour assistants, transfer assistants and office assistants. The programme is fully funded by the MoT. A total of 207156 persons have been trained since the inception of the programme in the year 2009-10 till 30/06/2015.
In December, 2014, the scope of HSRT programme was expanded to allow the All India Council for Technical Education (AICTE)/National Skill Development Agency (NSDA)/government approved private hospitality Institutes as also the industrial units, industry associations and skill imparting bodies with proven credentials for its implementation.

Former President Dr. A P J Abdul Kalam, the 'missile man' who became popular as 'People's President' died after he suffered a massive cardiac arrest and collapsed during a lecture at the IIM Shillong on Monday evening. Kalam, who would have turned 84 in October, was confirmed dead more than two hours after he was wheeled into the ICU of Bethany hospital in a critical condition following the collapse at around 6.30 PM. Arriving at the Indian Institute of Management around 5.40 PM, he took rest for sometime and started the lecture on 'Livable Planet' at 6.35 pm. He collapsed five minutes later, according to Director, IIM-Shillong, Prof De. Kalam last tweeted "Going to Shillong to take course on livable planet at IIM." He was admitted to the Bethany hospital at 7 PM, a km away from the institute. Government declared national mourning for seven days. President Pranab Mukherjee,Vice President Hamid Ansari, Prime Minister Narendra Modi, Union Home Minister Rajnath Singh and host of personalities condoled the sudden and untimely demise of Dr. Kalam.
Born on 15 October 1931 in Rameshwaram in Tamil Nadu, Dr. A. P. J. Abdul Kalam overcame all odds to study physics at the St. Joseph's College, Tiruchirapalli and aerospace engineering at the Madras Institute of Technology, Chennai. His entire life is a life of simplicity and high values. Kalam spent four decades as a scientist and science administrator at the Defence Research and Development Organisation (DRDO) and Indian Space Research Organisation (ISRO). His role in development of ballistic missile and launch vehicle technology earned him the moniker - 'Missile Man'. Kalam played a pivotal role ian the nuclear tests that India conducted in 1998 in Rajasthan's Pokharan. Kalam was conferred with Bharat Ratna, India's highest civilian honour, in 1997 for his immense and valuable contribution to country's scientific research and modernisation of defence technology. Dr Kalam was elected the President of India in 2002, defeating Lakshmi Sahgal and was supported by both the Indian National Congress and the Bharatiya Janata Party, the major political parties of India. He was currently a visiting professor at several prestigious academic and scientific institutions like the Indian Institute of Management Ahmedabad and Indian Institute of Management Indore, Chancellor of the Indian Institute of Space Science and Technology Thiruvananthapuram. Kalam advocated plans to develop India into a developed nation by 2020 in his book India 2020. Dr Kalam has received several prestigious awards, including the Bharat Ratna, India's highest civilian honour. Dr Kalam is known for his motivational speeches and interaction with the student community in India. He launched his mission for the youth of the nation in 2011.

ATAL Innovation Mission

NITI Aayog has constituted an Expert Committee under the Chairmanship of Prof. Tarun Khanna, Director, South Asia Institute, Harvard University and Jorge Paulo Lemann Professor, Harvard Business School, USA, to work out the detailed contours of Atal Innovation Mission (AIM) and Self-Employment & Talent Utilisation (SETU). The Terms of Reference of the Expert Committee are as under: 
(i) To review the existing initiatives aimed at promoting innovation and entrepreneurship in India, especially those efforts that result in widespread job growth and the creation of globally competitive enterprises; 
(ii) To make short and medium term recommendations for actionable policy initiatives aimed at creating an innovation and entrepreneur friendly eco-system including such elements as creation of world class innovation hubs and digital SMEs and innovation driven entrepreneurship in such sectors as education and health. 
(iii) To address any other related issues. 
The Expert Committee is expected to submit its report in August, 2015. This information was given by the Minister of State (Independent Charge) for Planning, Shri Rao Inderjit Singh in a written reply in Lok Sabha today. 

World's First malaria vaccine - Mosquirix

The world's first malaria vaccine cleared one of the final hurdles as it received a positive scientific opinion from European regulators and now awaits approval from the WHO before it could be administered within the next few years across Africa. The vaccine, named Mosquirix, was Friday given the green light by London-based European Medicines Agency after more than 30 years of research, detailed in 230,000 pages of data.  The vaccine will be examined by the WHO which will give its recommendation in November this year, and if approved, could be administered to children across Africa within the next few years.  "This is the first time ever that a malaria vaccine has got to the point of being reviewed by a regulatory authority. So this is a big step forward and we welcome the positive opinion given by the European Medicines Agency (EMA). This is an opinion and not a regulatory approval," said Gregory Hartl, WHO's spokesperson for Avian Influenza and other epidemic diseases. 
The WHO said the vaccine will be reviewed for feasibility in field situations in developing countries, its affordability and its cost effectiveness.  "It's massively significant," said Allan Pamba, vice president for pharmaceuticals in East Africa for GlaxoSmithKline (GSK), which has spent more than USD 356 million to date on finding a vaccine.  Researchers and pharmaceutical companies have been trying to develop malaria vaccines for decades.  Some vaccines which had been developed in the past failed in their phase three trials.  Malaria kills around 600,000 people a year worldwide, most of them children under five in sub-Saharan Africa.

Jawahar Gram Samriddhi Yojna

Jawahar Gram Samridhi Yojna (JGSY) is the restructured, streamlined and comprehensive version of the erstwhile Jawahar Rozagar Yojana. Designed to improve the quality of life of the poor, JGSY has been launched on 1st April, 1999. The primary objective of the JGSY is the creation of demand driven community village infrastructure including durable assets at the village level and assets to enable the rural poor to increase the opportunities for sustained employment. The secondary objective is the generation of supplementary employment for the unemployed poor in the rural areas. The wage employment under the programme shall be given to Below Poverty Line(BPL) families.
Scope:
JGSY is implemented entirely at the village Panchayat level. Village Panchayat is the sole authority for preparation of the Annual Plan and its implementation.
Funding:
The programme will be implemented as Centrally Sponsored Scheme on cost sharing basis between the Centre and the State in the ratio of 75:25 respectively.
Strategy:
The programme is to be implemented by the Village Panchayats with the approval of Gram sabha. No other administrative or technical approval will be required. For works/schemes costing more than 50,000/-, after taking the approval of the Gram Sabah, the Village Panchayat shall seek the technical/administrative approval of appropriate authorities. Panchayats may spend upto 15% of allocation on maintenance of assets created under the programme within its geographical boundary. 22.5% of JGSY funds have been enmarked for individual beneficiary schemes for SC/STs. 3% of annual allocation would be utilised for creation of barrier free infrastructure for the disabled. The funds to the Village Panchayats will be allocated on the basis of the population. The upper ceiling of 10,000 population has been removed.

PM to Launch Deendayal Upadhyaya Gram Jyoti Yojana in Patna

Prime Minister Shri Narendra Modi will be launching Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) on 25th July 2015 in Patna. The DDUGJY is one of the flagship programmes of the Ministry of Power and will facilitate 24x7 supply of power. The DDUGJY Scheme approved by the Union Government draws its inspiration from the similar pioneering scheme implemented by the Government of Gujarat. This scheme will enable to initiate much awaited reforms in the rural areas. It focuses on feeder separation (rural households & agricultural) and strengthening of sub-transmission & distribution infrastructure including metering at all levels in rural areas. This will help in providing round the clock power to rural households and adequate power to agricultural consumers .The earlier scheme for rural electrification viz. Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) has been subsumed in the new scheme as its rural electrification component.
 The major components of the scheme are feeder separation; strengthening of sub-transmission and distribution network; Metering at all levels (input points, feeders and distribution transformers); Micro grid and off grid distribution network & Rural electrification- already sanctioned projects under RGGVY to be completed.  The Scheme has an outlay of Rs 76000 crore for implementation of the projects under which Government of India shall provide Grant of Rs 63000 crore. A total of Rs 14680 crore worth projects have already been approved out of which projects amounting to Rs 5827 crore have been approved for Bihar state. Under this scheme, an Agriculture intensive state like Bihar shall benefit from works of feeder separation. Thousands of kilometres of new lines shall be laid and hundreds of new substations have been planned. The implementation of this scheme shall ensure the improvement in agricultural productivity and electrification of all the households.
DeenDayal Upadhyaya Gram Jyoti Yojana (DDUGJY)- An Over view :
1. Background:
The rural agricultural and non-Agriculture consumers (domestic and non-domestic load) of the country are generally serviced through the local distribution network. Many rural areas of the country face insufficient electricity supply, consequently the distribution utilities are forced to resort to load shedding, thus affecting the power supply to both Agriculture and non-Agriculture consumers.
The demand of power in rural areas is increasing day by day due to changing consumer base, improving living standards for which augmentation of rural infrastructure needs to be regularly undertaken
The investment in the distribution network is low due to bad financial health of the distribution companies. Therefore in order to augment the reliability and quality of supply distribution network needs to be strengthened.
To improve the commercial viability of power distribution, there is need for metering of all categories of the consumers

2.DeenDayal Upadhyaya Gram Jyoti Yojana (DDUGJY)
Keeping in view the above problems, Ministry of Power, Government of India has launched Deen Dayal Upadhyaya Gram Jyoti Yojana for rural areas having following objectives:
i) To provide electrification to all villages
ii) Feeder separation to ensure sufficient power to farmers and regular supply to other consumers
iii)  Improvement of Sub-transmission and distribution network to improve the quality and reliability of the supply
iv)  Metering to reduce the losses

3. Financial provisions:
 Scheme has an outlay of Rs 76000 Cr for implementation of the projects under which Government of India shall provide Grant of Rs 63000 Cr

Government has approved closure of five Central Public Sector Enterprises and offer of attractive VRS to their 2682 employees in relaxation of Department of Public Enterprises guidelines. The details are given below:

India ranks 12th in Nuclear power generation

India ranks at 12th position in terms of power generation from nuclear source as per data published in May 2015, by Power Reactor Information System (PRIS) of International Atomic Energy Agency (IAEA). However, it stood at 6th position in terms of number of reactors in operation country- wise, globally.  The current installed nuclear power capacity is 5780 MW, which is expected to increase to 10080 MW on progressive completion of projects under commissioning/ construction by 2019. The Government has accorded financial sanction and administrative approval for Gorakhpur Haryana Anu Vidyut Pariyojana (GHAVP) Units – 1&2 (2X700 MW) and Kudankulam Units- 3&4 (2X1000 MW) with a total capacity of 3400 MW. These projects are being prepared for launch in the current year.
In addition, one Prototype Fast Breeder Reactor of 500 MW capacity at Kalpakkam, Tamil Nadu is at advanced stage of commissioning. Construction of two more Fast Breeder Reactors (FBR 1&2) of 600 MW capacity each at Kalpakkam, Tamil Nadu is also planned. More nuclear power projects based both on indigenous technologies and with international cooperation are planned in future. India has signed Nuclear agreements with USA, France, Russia, Namibia, Mongolia, Republic of Korea, Argentine Republic, United Kingdom, Republic of Kazakhstan, Canada, Sri Lanka and Australia. India is open to negotiation with other friendly countries who seem to have potential to make contribution to India’s nuclear energy programme.

Surakshit Khadya Abhiyan

Shri Ram Vilas Paswan, Minister of Consumer Affairs, Food and Public Distribution launched the Surakshit Khadya Abhiyan, a countrywide campaign here today to create mass awareness and capacity building for safe and hygienic food.  Launching the campaign, Shri Paswan said that the Surakshit Khadya Abhiyan initiative is extremely important and very relevant for all stakeholders, especially consumers. He said “food safety is an inseparable part of food security and no nation can guarantee food security if food in not completely safe. Food borne diseases which have severe health and economic consequences, both developed and developing countries can be prevented by food safety practices only”. Shri Paswan said that the initiative complements the widely popular multi-media campaign of his Ministry under the brand name of “Jago Grahak Jago” which empowers the consumers of its rights and demands. 
The campaign planned by CII and its partners including Consumer Organization VOICE, and National Association of Street Vendors of India (NASVI), is an effort towards building a culture of food safety in the country. Under the campaign, nationwide sensitisation sessions on cleaning, hygiene & sanitation for safe food, Walkathons and Media dissemination programmes for Consumers, Street Food Industries will be organized across the country.  On the occasion the Minister launched a website and a logo of the campaign and also sign a pledge for a adopting safe food practices. 

Jan Aushadhi Scheme

Government has launched ‘Jan Aushadhi Scheme’ to make available quality generic medicines at affordable prices to all, especially the poor, throughout the country, through outlets known as Jan Aushadhi Stores (JASs).  Under the Jan Aushadhi Scheme, the State Governments are required to provide space in Government Hospital premises or any other suitable locations for the running of the Jan Aushadhi Stores (JAS).  Bureau of Pharma PSUs of India (BPPI) is to provide one-time assistance of  Rs.2.50 lakhs as furnishing and establishment costs, start up cost for setting up a Jan Aushadhi Outlet.  Any NGO/Charitable Society/Institution/Self Help Group with experience of minimum 3 years of successful operation in welfare activities, can also open the Jan Aushadhi store outside the hospital premises.  A margin of 16% on the sale price is built in the MRP of each drug.  In addition, the JAS are eligible for incentive linked to sale of medicines @ 10% of monthly sales amount, subject to a ceiling of Rs.10,000/- pm for a period of first 12 months.  In case of Stores opened in North Eastern States and other difficult areas i.e., Naxal affected areas/Tribal areas etc., the rate of incentive is15% of monthly sale amount, subject to a ceiling of Rs.15,000/- per month.

Pandit Madan Mohan Malaviya National Mission On Teachers And Teaching (PMMMNMTT)

Pandit Madan Mohan Malaviya National Mission on Teachers and Teaching (PMMMNMTT) will provide an integrated platform for building synergies among all the existing initiatives, providing oversight to the existing activities and also carry out new activities aimed at gap filling so that a comprehensive vehicle for Teacher/Faculty related programmes and schemes is created. PMMMNMTT is mandated to ensure a coordinated approach so as to holistically address the various shortcomings relating to teachers and teaching across the educational spectrum ranging from school education to higher education including technical education; using the best international practices for excellence.
PMMMNMTT will also empower teachers and faculty through training, re-training, refresher and orientation programmes in generic skills, pedagogic skills, discipline specific content upgradation, ICT and technology enabled training and other appropriate interventions. 
The various components of PMMMNMTT are setting up 30 Schools of Education, 50 Centres of Excellence for Curriculum and Pedagogy, two Inter University Centres, National Resource Centre, five Centres of Academic Leadership and Educational Management, Subject Based Networks and Workshops and Seminars, which will strengthen teachers, are, in fact aimed at improving the understanding of the students to grasp basic concepts and help them learn better. 

Kabir Anteyshti Anudan Yojana

Kabir Antyeshti Anudan Yojana was initiated in year 2007 in the State of Bihar. Under this Scheme, in case of death of a member belonging to below poverty line (BPL) family, financial assistance is provided for performing last rites.
Benefits and Eligibility: Under the Scheme, after the death of a person of any age group belonging to BPL family, financial assistance of Rs. 1,500 /- is provided to his/her dependent family for performing his/her last rites.
How to Access: The Mukhiyas in rural areas and ward commissioners in urban areas are provided with money for making urgent cash payments to the dependents of the deceased.
