President appoints 5 new Governors

President Ram Nath Kovind appoints 5 Governors, Arif Mohammad Khan to be Kerala Governor, Tamilisai Soundarajan appointed Telangana Governor, Bandaru Dttatreya to be Governor Himachal Pradesh, Bhagat Singh Koshiyari and Kalraj Mishra also appointed Governors.
Arif Mohammed Khan has been appointed as Governor of Kerala, Kalraj Mishra will be  the Governor of Rajasthan. Bandaru Dattatreya has been appointed as Governor of Himachal Pradesh while Bhagat Singh Koshyari appointed as Governor of Maharashtra. Tamilisai Soundararajan has been appointed as Governor of Telangana. President House in a Press Communique said that all the appointments will take effect from the dates they assume charge of their respective offices.

New Motor Vehicles Act comes into force on 1st September 2019

The amended provisions of the Motor Vehicles Act, 2019, comes into effect from 1st September 2019. The Act mandates increase in penalty and fine for traffic rule violations. The amended provisions of the Motor Vehicle (Amendment) Act, 2019, which hike the penalty for traffic rules violation, has come into effect. As many as 63 clauses of the Act, which correspond to increase in penalty/fine for traffic rule violation, has come into force from Sunday. 
Under the new rules Rs 10,000 fine will be levied for not giving way to emergency vehicles and Rs 10,000 for driving despite disqualification. Aggregators violating driving licences will be fined up to Rs one lakh.
It also includes penalties in the range of Rs 1,000- 2,000 for over-speeding. As per the Bill, driving without insurance will be punishable with Rs 2,000 fine, while driving without helmets will attract Rs 1,000 fine and 3-month suspension of licence. Guardian/owner will be deemed to be guilty in case of road offence by juveniles while registration of the vehicle will be cancelled.
Traffic violations would now attract a penalty of Rs 500 in place of Rs 100 earlier, while disobedience of orders of authorities will attract a minimum penalty of Rs 2,000 in place of Rs 500 earlier. Penalty for unauthorised use of vehicles without a licence has been proposed at Rs 5,000 while those driving without a licence will have to shell out the same amount and those found driving despite disqualification would be fined Rs 10,000. Penalty for dangerous driving has been increased to Rs 5,000 from Rs 1,000, while drunken driving under will cost a fine of Rs 10,000.
Also cancellation of registration of motor vehicle for 12 months. The juvenile will also become ineligible to obtain learners' license until the age of 25 years. Driving licence-holders can apply for renewal any time between 1 year before its expiry up to 1 year after expiry. Applicants of learner's licence can now apply to any licencing authority in state and submit the application online.

Government announces Merger of PSU Banks

Union Finance Minister Nirmala Sitharaman has announced a big consolidation of public sector banks. Under the scheme of amalgamation, 10 public sector banks are to be merged into four banks. After the amalgamation, the total number of Public Sector Banks in the country will come down to 12 from 27 banks in 2017
The amalgamation of banks will be in the following manner:

  • Punjab National Bank, Oriental Bank of Commerce and United Bank of India to be merged into one single bank, with business of Rs 7.95 trillion to make India’s 2nd largest bank.
  • Canara Bank and Syndicate Bank are to be merged to become the 4th largest public sector bank with business of Rs 15.2 lakh crore.
  • Union Bank of India, Andhra Bank and Corporation Bank are to be merged to become the 5th largest public sector bank with business of Rs 14.6 lakh crore.
  • Indian Bank will be merged with Allahabad Bank to become the 7th largest public sector bank with business of Rs 8.08 lakh crore.

The government has also announced capital infusion of over Rs 55,000 crore into public sector banks: PNB (Rs 16,000 crore), Union Bank of India (Rs 11,700 crore), Bank of Baroda (Rs 7000 crore), Indian Bank (Rs 2500 crore), Indian Overseas Bank (Rs 3800 crore), Central Bank (Rs 3300 crore), UCO Bank (Rs 2100 crore), United Bank (Rs 1600 crore) and Punjab and Sind Bank (Rs 750 crore).

PM Modi launches Fit India Movement

Prime Minister Narendra Modi launched nation-wide Fit India Movement from event held in Indira Gandhi Stadium Complex in New Delhi. It was launched on the occasion of National Sports Day (observed on 29 August) observed to commemorate birth anniversary of hockey doyen Major Dhyan Chand.
About Fit India Movement
It is aimed at encouraging people to give priority to sports and fitness in their day-to-day lives. It will inculcate physical activities/sports into the daily lives of citizens to improve their physical fitness and well-being.
Advisory committee
Union Sports Ministry has constituted Advisory committee to advise the government on the “Fit India Movement. It is headed by Union Sports Minister Kiren Rijiju. Its members comprises of Indian Olympic Association (IOA), national sports federations (NSFs), government officials, private bodies and celebrated fitness enthusiasts. Representatives of private bodies such as Confederation of Indian Industries (CII), Tata Trusts, JSW Cement and JSW Paints, Reliance Foundation, SE TransStadia Pvt. Ltd., ASSOCHAM India, Federation of Indian Chambers of Commerce & Industry (FICCI), and actors Milind Soman and Shilpa Shetty will also be involved in it.
